The launch

The day the ecosystem sat down together.

Operators, platforms, carriers, financial institutions and regulators in one room at the Hyatt Regency in Dar es Salaam — the first time Tanzania’s digital trade sector has been convened under a single body.

Core operational chapters

Four chapters. One transaction.

TEE organises its work around the four stages every order actually passes through. A gap in any one of them is where digital commerce in Tanzania fragments — so the chapters are not four separate concerns, they are one chain.

01

Infrastructure & Warehousing

Cloud service providers, data centres, regional fulfilment hubs, cold chain systems and automated inventory software. Where goods and data are held.

02

Logistics & Last-Mile

Postal networks, the national addressing system, courier services and cross-border transport linkages. How it reaches the buyer.

e.g. Simba Courier
03

Marketplaces & B2B Platforms

B2B, B2C and C2C electronic platforms connecting buyers, sellers and local merchants. Where the sale is made.

e.g. Mama Mia’s Soko
04

Fintech & Payments

Payment gateways, mobile money operator integration, escrow trust solutions and digital banking platforms. How the money settles.

Technical working groups

Five groups doing the standards work.

The chapters describe what the ecosystem is. These are the groups that make it interoperable — drafting the policy positions, the operational standards and the technical specifications members build against.

  1. 01

    Policy & Regulatory Advocacy

Formulates policy positions on digital taxation, cross-border trade, data sovereignty and compliance with the Personal Data Protection Act.

  2. 02

    Infrastructure & Warehousing Standards

Sets benchmarks for fulfilment hubs, cold chain logistics, inventory sync protocols and cloud hosting uptime.

  3. 03

    Logistics Interoperability

Integrates TCRA postcodes, standardises tracking APIs and aligns courier networks across Tanzania.

  4. 04

    Payment Security & Financial Settlement

Develops escrow APIs, dispute resolution procedures and merchant risk assessments for secure digital payments.

  5. 05

    Digital Trust & Consumer Protection

Oversees the National Trust Mark System, merchant audits and consumer grievance mechanisms alongside the Fair Competition Commission.

Trust Mark accreditation

A mark a buyer can check.

Consumer confidence is the binding constraint on Tanzanian e-commerce. TEE operates a two-grade accreditation framework for verified digital merchants, so a buyer can tell a checked business from an unchecked one before paying.

Membership

Seven tiers, from TZS 50,000.

A freelancer and a multinational platform do not belong on the same fee line, and should not carry the same vote. TEE uses a seven-tier framework that sets both — annual fees that a startup can actually pay, and Annual General Meeting voting power weighted so no single bloc decides alone.

Individuals & startups

Freelancers, professionals, and startups under two years old with ten staff or fewer, at TZS 50,000 a year. Tiers 1 and 2 share a 20% AGM voting pool.

MSMEs & operators

Businesses in active digital trade at TZS 200,000, and mid-tier 3PLs and platforms at TZS 500,000, carrying 20% and 15% of the vote.

Enterprise & institutions

Large enterprises and foreign entities at TZS 2.5M / USD 2,000. Chambers and NGOs join by value exchange; ministries are exempt.

For members and buyers

Two doors into the ecosystem.

A standard is only useful if you can act on it. These are where a buyer checks who is accredited, and where members trade with one another.

Business Directory

Every member business, what it does, where it operates and which Trust Mark it holds. This is where a buyer confirms an accreditation instead of taking a badge at face value.

Marketplace

Products and services offered by accredited members, B2B and B2C, with a direct line to the seller. The ecosystem trading with itself, under one standard.

Resources

The record, published.

An umbrella body is only as credible as its paper trail. These are the four categories the secretariat publishes. Documents appear here as they are approved; until then, the secretariat will supply any of them on request.
